Yes, there are mods that can be used to make females more “buff” in Skyrim. No massive bulky women with veins poppin' of their chests. now if you want to make youre charachter look like he is on steroids then go for it bro but there are very few male body mod's.

You could try out "Better Males", there is also a heavily muscled version.
